    What is a Comprehensive Plan?

A comprehensive plan is a legal document that serves as McKenzie County’s “blueprint” for all future land use and development decisions. Comprehensive Plans must be comprehensive and long-term.

    • Comprehensive. Comprehensive plans are comprehensive both in their geographic coverage and in the range of subjects they cover. This Comprehensive Plan will particularly focus on informing future land use and development decisions in areas subject to the County’s zoning authority. Although cities, tribal lands, and state/federal lands are not subject to County zoning, other jurisdictions are key partners as we address cross-cutting issues like regional housing, transportation, and economic development priorities.
    • Long-Term. Comprehensive plans are long-term in perspective. Time horizons vary, but typically range from 10 to 30 years into the future. For this comprehensive plan, the County has established the year 2035 as the plan’s time horizon.
